LED industry standard system needs improvement

In the increasingly tense situation of energy, accelerating the elimination of incandescent lamps is becoming an important task in our country.

In the second half of last year, the National Development and Reform Commission formulated a road map for eliminating inefficient lighting products (incandescent lamps), promoting efficient and energy-saving lighting products, and further promoting China's green lighting project. According to the Interim Measures for the Administration of National Financial Promotion Funds for the Promotion of High-Efficiency Lighting Products, the state financial subsidies mainly support the use of high-efficiency lighting products in place of incandescent lamps and other inefficient lighting products in use, mainly popularizing self-ballasted fluorescent lamps for general lighting and three-color primary colors. Straight fluorescent lamps (T8, T5 type) and metal halide lamps, high pressure sodium lamps and other electric light source products, semiconductor (LED) lighting products, and necessary supporting ballasts.

"The release of national policy signals and related incentive measures will greatly increase the enthusiasm of lighting companies at home and abroad, and boost the development of China's green lighting business and energy conservation and emission reduction work," said Zhong Zhongling, secretary general of the China Building Decoration Association Material Committee.

At present, many countries in the world have announced the timetable for the elimination of incandescent lamps. As the first country in the world to ban incandescent lamps, Australia has fully implemented the use of energy-saving lamps this year; the European Union adopted a bill to phase out incandescent lamps for four years from 2009; Japan will completely disable incandescent lamps in 2012; The new energy-saving lighting standard will also take effect in 2012.

It is understood that in 2009 the Ministry of Science and Technology began to promote the implementation of the "Ten Thousands of Miles" semiconductor lighting applications. The project has been piloted in 21 cities including Tianjin, Xi’an and Xiamen. According to the city’s plans, the number of LED street lamps installed this year will reach 1.12 million.

At present, China's LED industry has “emerged” and basically formed an LED industry region focusing on the Bohai Rim region, the Pearl River Delta region, the Yangtze River Delta region, Jiangxi, and Fujian. The LED industry is in a period of rapid increase. Following the seven semiconductor lighting industry bases in Dalian, Yangzhou, Shanghai, Nanchang, Shenzhen, Xiamen, and Shijiazhuang, Tianjin, Hangzhou, Wuhan, Dongguan, Xi’an and Ningbo have also been awarded to each other. The standard system has yet to be perfected. With the huge opportunities for development in the lighting industry, some industry issues have also emerged.

On March 31, the Beijing Consumers Association announced the test results of 53 energy-saving lamp samples, only 52.83% of the products meet the relevant national standards. NVC lighting, Ouxun lighting and other brand names are on the black list. On April 17, NVC officially announced the recall of 824,000 energy-saving lamps, which involved more than 10 million yuan. This also became the first domestic case of an energy-saving lamp recall.

Dong Qing, vice president and secretary-general of the Beijing Consumers Association, believes that the main reasons for the unsatisfactory results of the energy-saving lamp test are threefold. First, the key components used by enterprises for energy-saving lamps, such as electronic components, lamp holders, lamps, etc., are outsourced. However, the enterprises themselves lack the corresponding control capabilities, so that the final quality of products cannot be effectively guaranteed; the second is energy-saving lamps. The products are not national compulsory certification products, and the market access threshold is low, making the current energy-saving lamp manufacturing enterprises in the domestic market mixed, and the quality of products is uneven. Third, some companies seek profits, intentionally high standard power, or use low-quality products. Inadequate component assembly results in product quality that fails to meet the corresponding quality requirements.

People in the industry believe that the huge profits, high prices, and uneven quality are precisely the bottleneck of China's current energy-saving lamp market. There are indeed some unfavorable factors that influence the sustainable development in the industry, and a vicious competition has formed among the businesses. The status quo of product quality is: do not get the order to blow the cattle out of the first, and this abnormally chasing business value has lost a lot of potential customers, often outweigh the gains, but more serious is the blow to the consumer's confidence in purchasing, Affects the virtuous circle of the entire industry.

At the same time, the confusion of relevant standards in the lighting industry in China has caused the threshold to be too low and a major problem in the development of the green lighting industry. It is understood that "the limit value of energy efficiency of tubular fluorescent lamp ballasts and the evaluation value of energy conservation" has been released for nearly a decade and has not yet been revised, seriously affecting the upgrading of products.

In recent years, the rapid development of lighting electrical products, many new light source products continue to be introduced, such as electrodeless fluorescent lamps, LED (semiconductor) lighting and other standard products of many types of products is still not perfect, in the sales process are mostly rely on the company's own promotion. Due to the lack of authoritative data from third-party agencies, buyers and distributors have no choice, and it is not uncommon for products to have quality problems after installation and use. "It is necessary to deeply carry out the energy-saving certification of lighting appliances." Xing Heping, China Quality Certification Center believes.

In addition, Xu Jinshou, executive vice chairman of the China Semiconductor Industry Association, said that the current LED industry pattern is like the “Spring and Autumn and Warring States Period,” and this pattern is detrimental to the long-term development of the industry. In this situation, the push of local governments is a factor that cannot be ignored. What is even more worrying is that the pattern of LED lighting that has already been formed in various places will eventually lead to price competition among enterprises. Such signs have already emerged. Another factor that needs to arouse the attention of industry policy-making departments is that some new products appearing in various lighting exhibitions have become old dust.
