In recent years, the question concerning the real-name system of mobile phones has always been "thunder and rain." Until the end of last year, the wireless Internet industry involved in yellow issues repeatedly exposed, real name system formulation has been pushed to the cusp.

“We have not received any relevant documents from the group company.” However, relevant persons from local operators in Guangdong told reporters frankly that in fact, operators have already designed a real-name registration system for prepaid services.

"Real name system" finally came

“This time it is true. In fact, the Ministry of Industry and Information Technology has already had a timetable at the beginning of the year. We have heard from top to bottom.” The above-mentioned operators said that from September 1st, new prepaid mobile phone cards were purchased in Guangdong. Users must provide real identification documents. Like post-paid brands such as “Global Pass”, they are stored by operators. As for the existing prepaid mobile card users, it is necessary to make up for the identity information one after another.

In addition to Guangdong, news from Beijing Mobile also shows that on September 1st, mobile phone real-name registration will be formally implemented. "This will be a unified national deployment." Until the press release, the Ministry of Industry and Information Technology has not yet reached the local company through the three major operators, but operators from Guangdong and Beijing have said that the system is ready. In particular, the customer service department needs special training on the details of real-name communication with customers. China Telecom, on the other hand, stated that at present, the company has about 99% of its own business offices and more than 15,000 cooperative business offices have the conditions for real-name registration. China Unicom has also put forward a preliminary plan for the real name system, such as the establishment of a related organization at the group headquarters.

How to solve the two difficulties?

"As of the date of the promulgation of the real-name mobile phone system, new users will begin to implement the real-name system. It may take 2-3 years for all Chinese mobile phone users to implement the real-name system," said telecommunications expert Chen Jinqiao.

However, in the case of operators that specifically deal with matters, even if it takes 2-3 years, it is not an easy task to achieve 100% real-name system. The opinion of the industry is that there are two major difficulties in implementing the real name system. One is how to request pre-paid old customers to register one by one. The second is how to supervise prepaid card sales from social channels.

According to statistics, in addition to the partial real-name registration of some PHS and No. 1 telephones, China's fixed telephones have basically achieved real-name registration. As for mobile phones, there are about 321 million unregistered real names, so it's okay to register these users.

According to an insider of China Mobile, in the current registration system for real-name registration, the old prepaid customers and operators can only "advise" the other party to use the active means of text messaging as soon as possible. "After all, this plan is not a legal requirement. Unless the country introduces relevant laws and regulations, 'one size fits all', for example, the numbers that have not been filled with real names before 'XX years' will be deactivated. Only then can the problem be solved."

As for the social channels (C2C network sales, sales of non-operator service offices), operators are not even aware of where exactly their uninvoked numbers are released, so there is no effective solution. China Mobile’s relevant sources said that what is currently guaranteed is that when new prepaid numbers are released to social channels, there will be matching identity registration requirements.
