Recently, Intel announced the establishment of the Intel West Regional Distribution Center in Chengdu Hi-tech Zone to provide customers in Chengdu, Chongqing, and other western regions with delivery of products within 72 hours. The Intel Chengdu plant has thus become one of Intel's largest chip package test centers and one of the three major wafer pre-processing plants.

The background of Intel’s move is that after a wave of the “western advance” of the new round of IT industry represented by computer manufacturing and so on, a growing number of IT companies have emerged in the western region as the first “western advance”. For IT companies, Intel cannot afford to rethink its supply chain.

Intel's Chengdu ambitions for the establishment of the center for partial allocation in the west were hailed by the market as the inclusion of Intel’s “48-hour” supply circle into Chengdu and even the entire western region.

However, Intel’s China managing director Ge Jun admits that in the beginning of 2003 when Chengdu was established, setting up a Western regional distribution center was not planned. Previously, after the chips of the Chengdu plant had been packaged and tested, they had to be distributed to the domestic and foreign markets by the Shanghai Waigaoqiao Free Trade Zone or the distribution center of Shenzhen Futian Free Trade Zone.

In 2011, changes in two aspects made Ge Jun begin to consider the need to establish a distribution center in the west.

First of all, when Intel researched the sales data of the Chengdu plant last year, it found that the export data of the factory in Chengdu did not change.

More importantly, with the acceleration of the "western" pace of the IT industry, especially after the personal computer giants such as Lenovo, Compal, Dell, and Hewlett-Packard settled in the west, Intel's distribution problems began to get tricky, because the chips of the Chengdu plant are In the hands of customers sent to the western region, they must first ship the products to Shanghai or Shenzhen and then distribute them back to Chengdu by the distribution centers of the two places mentioned above. This will not only increase Intel’s logistics costs, but also directly affect its The speed of response to customers.

The establishment of the Chengdu Distribution Center will effectively solve these problems. As far as the entire western IT industry is concerned, Yang Wenwu, a professor at the Sichuan University’s School of Economics, believes that the biggest significance of Intel’s deployment center in Chengdu is to provide the most effective protection for IT companies in the western region and accelerate the IT industry. Forming a cluster effect in the west.

Taking Intel Chengdu as an example, it has more than 300 supporting companies inside and outside Sichuan, and Foxconn has more than 20 core and key supporting companies in Sichuan, together with Dell, Lenovo, Compal, Wistron and others. A large number of industrial giants, about 1,000 or more enterprises have achieved supporting services in the upstream and downstream industry chains.

This kind of data makes Intel feel excited, because with the acceleration of the progress of IT enterprises in the west, the demand for Chengdu factory's products is gradually increasing.

The gathering effect of “IT” in the West has gradually become apparent. The development of Intel in Chengdu is just a microcosm of the “western advance” of the IT industry.

As of the end of 2011, IT companies that have entered Sichuan and Chongqing include: Intel, Dell, Lenovo, Foxconn, Compal, Wistron, Hewlett-Packard, etc., and Reiters, US Core, DAL, Agilent, Nokia, Alcatel Nearly 100 Chinese and foreign giants such as Huawei, Fujitsu, Freescale, and Ling Cheng have formed a complete industrial chain including manufacturing, support, and marketing.

According to a person in charge of the Chengdu Economic and Trade Commission, IT “Westward” brings not only the dramatic increase in the production capacity of the Western IT industry, but also the incorporation of its core and key supporting industries, driving the rapid development of local supporting enterprises, and establishing electronic information. The “three-dimensional construction” of industrial development promotes the upgrading of the electronic information industry in Sichuan and Chongqing and even in the entire western region.

Chen Fu, deputy director of the Chengdu Investment Promotion Committee, said that through the introduction and cultivation of nearly ten years, Chengdu has gathered about 1,400 electronic and information industry enterprises. At present, Chengdu is an important production area for domestic small-to-medium size new display panels. In the manufacture of electronic terminal products, Chengdu has built the world's largest production base for flat panel and notebook computers.

The Chengdu Economic and Information Technology Committee said frankly that the biggest problem for IT companies in the west is how to solve the problem of missing supply chains.

To this end, as the most concentrated area in Western China's IT industry, the solution given by Chengdu is to determine the relationship between computer brand companies, OEM companies, and supporting enterprises, and determine the introduction of computer brand companies and leading OEM companies in accordance with the interactions. Drive the introduction of core supporting companies to agglomerate, and follow the vertical integration supporting system along the chain of “Brand Trader-Assembly and Industry-Supporting Businesses” to introduce supporting enterprises, improve the supply chain construction, and pay attention to the introduction of secondary and tertiary industries, making these IT companies The western region set up functional agencies such as settlement centers, operation centers, procurement centers, research and development centers, and service centers, as well as regional headquarters to accelerate the formation of industrial agglomeration.
