1. Bidding conditions
The project construction unit of this bidding project is State Grid E-Commerce Co., Ltd. (hereinafter referred to as “the project unitâ€). The construction fund is the company’s own funds and the bidder is State Grid E-commerce Co., Ltd. The project already has the tendering conditions and the project is now open for public bidding.
2. The scope of tender

3. Bidder qualification requirements
3.1 The bidder must meet the following general qualification requirements:
3.1.1 Qualification requirements:
(1) Enterprise legal persons or other organizations registered in the territory of the People's Republic of China and have the ability to undertake procurement projects.
(2) The legal representative or person in charge of the unit is the same person or different unit that has a controlling or management relationship and may not participate in the same package of bids.
(3) It should have good financial status and commercial credit.
(4) This purchase does not accept the Commonwealth response.
(5) Responsive to agents
3.1.2 Performance requirements:

3.1.3 Credit requirements:
Bidders must not have one of the following circumstances:
(1) In the three years prior to the deadline for bid submission, there was a problem of fraudulent bid winning or serious breach of contract and was subject to public criticism or complaint from State Grid Corporation and its affiliates.
(2) There existed violations of the relevant laws of the State or the State Grid Corporation of China regarding the prohibition of subcontracting in the two years prior to the deadline for submission of bids.
3.1.4 Safety Quality Requirements:
Bidders must not have one of the following circumstances:
(1) A special major safety production accident or special major quality accident due to the bidder’s cause occurred within two years before the deadline for bid submission.
(2) A major safety accident or major quality accident due to the bidder occurred within one year before the deadline for bidding.
(3) A large safety accident or a major quality accident due to the bidder’s reason occurred within six months before the deadline for bid submission.
(4) General safety accidents or general quality accidents due to bidders occurred within three months before the deadline for bid submission.
3.2 The bidder must meet the special qualification requirements:
The special qualification requirements are the specific additions and amendments to the general qualification requirements. In case of conflicts, the special qualification requirements shall prevail.
